The United Kingdom and France to Deploy Military Personnel to the Country in the event that a Ceasefire Accord is Reached

The UK and France have inked a declaration of intent concerning the positioning of troops in the nation in the event a peace agreement be made with Russia, the British leader, Sir Keir Starmer, has declared.

Subsequent to discussions with allied nations in Paris, he said that the two nations would "establish defense centers throughout Ukraine and build secure facilities for arms and equipment" to prevent any future attack.

The allied nations also suggested that the US would play the primary role in verifying a ceasefire.

The Kremlin has consistently stated that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has so far not commented on this latest development.

The Situation and Ongoing Conflict

Moscow's leader Vladimir Putin initiated a comprehensive attack of Ukraine in February 2022, and Moscow presently holds roughly 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our vow to be alongside Ukraine for the duration," stated Starmer.

Heads of state and senior officials from the "Coalition of the Willing" participated in Tuesday's talks.

He stated at a shared media briefing, he added: "It paves the way for the operational parameters under which allied and coalition forces could function on Ukrainian soil, protecting Ukraine's air and maritime domains, and regenerating Ukraine's military for the time to come."

The UK prime minister also stated that Britain would take part in any US-led verification of a potential cessation of hostilities.

Protection Pledges and Diplomatic Positions

Top US negotiator Steve Witkoff stated that "durable security guarantees and strong reconstruction vows are essential to a permanent resolution" in Ukraine – mentioning a key requirement made by Kyiv.

The negotiator indicated the coalition had "largely finished" their work on establishing such pledges "in order that the citizens of Ukraine know that when this hostilities ends, it ends for good."

The former US envoy, ex-President Donald Trump's special envoy, also took part in the discussions.

At the same time, French President Emmanuel Macron said that Ukraine's partners had made "considerable advances" at the talks.

He said that "strong" safety pledges for Ukraine had been agreed in the case of a potential ceasefire.

Ukrainian President Volodymyr Zelensky stated that a "major advance" had been made in Paris, but added that he would only deem efforts to be "adequate" if they culminated in the end of the fighting.

Last week, Zelensky said a peace agreement was "90% ready". Agreeing on the last 10% would "decide the outcome of peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Territory and security guarantees have been at the center of unresolved issues for negotiators.
  • The Russian President has consistently stated that Ukraine's forces must retreat from all of Ukraine's eastern Donbas or Russia will take control, refusing any compromise over how to conclude the war.
  • Kyiv has thus far ruled out giving up any territory, but has suggested that Ukraine could withdraw its troops to an mutually accepted point – but only if Russia follows suit.

Moscow currently occupies about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk. The pair of oblasts form the industrial region of the Donbas.

The original US-led comprehensive framework that was circulated to the media last year was viewed by Ukraine and its European allies as being disproportionately favorable in Moscow's favor.

This led to a period of focused diplomacy – with the involved parties trying to amend the proposal.

The previous month, The Ukrainian government sent the US an updated framework – as well as additional documents describing possible security guarantees and provisions for Ukraine's rebuilding, Zelensky said.
