To Which Location Does a European Manufacturing Facility Which Polluted Drinking Water Go Next? Heading to India
The dense green jungle and reddish-brown hills of Lote, situated along India’s western shoreline, give way to a modest rise where a factory looms under the open sky.
The factory is almost brand new, but its equipment is far from new: it comes from the defunct Miteni plant in Vicenza, Italy. Miteni closed down in 2018 after one of the worst environmental scandals in the country’s recent history: after decades of producing Pfas forever chemicals, the firm’s leadership was prosecuted for contaminating water sources in an area home to 350,000 people. In June, its former executives were found guilty at the local tribunal of environmental damage and other charges and given prison sentences, which they are expected to appeal against.
What are PFAS, how toxic are they and how do you become exposed?
Nevertheless, all of the company’s equipment, its intellectual property and methods – everything needed to manufacture Pfas – is now located at Lote Parshuram MIDC, a large industrial zone thousands of miles distant, sandwiched among villages and wooded areas. And the plant has recently begun to resume PFAS production.
An Environmental Burden
Once known for its expertise in creating methods for specialty compounds, Miteni is now infamous for the toxic legacy it left behind. In 2011, researchers found extraordinarily high levels of PFAS compounds in the plant’s wastewater. Hundreds of thousands of inhabitants had been exposed through potable water.
The most impacted were Miteni’s own workers. Ilario Ermetti, 69, who worked for decades in its fluorinated chemical department, showed one of the highest concentrations of PFAS documented in human blood. “After the facts emerged, I looked at a catalog of health issues related to PFAS, and found out I had them all,” says Ermetti.
Elevated concentrations of PFAS in the bloodstream are linked to higher chances of malignancies, heart conditions, liver and kidney damage, reproductive disorders and additional ailments. Ermetti is currently recovering from a recent medical procedure.
Community Concerns
Michela Piccoli, 51, a nurse and activist with Mothers Against PFAS, started organizing after discovering her offspring’s blood tests showed high levels of persistent pollutants. When she found out that Miteni’s patents and equipment were being sent to India, she was shocked.
“Being parents, as females, our concern has grown,” she said. “Since our kids are the children of all.”
Business Shift
Following Miteni’s insolvency, its assets were bought in 2019 by Viva Lifesciences, a subsidiary of the domestic chemical corporation Laxmi Organic Industries – the sole participant in the open sale. By the start of 2023, the complete machinery was being shipped en route to Mumbai. At the same time, Laxmi was promoting its recent purchase to shareholders. Transcripts of investor gatherings indicate that Laxmi’s executives minimized ecological worries, with its chairman, Harshvardhan Goenka, stating that Miteni was “operating lawfully in compliance with EU regulations”.
Goenka is one of the three men on the board of Laxmi Organic the Italian branch, a company established in 2021. Another is Antonio Nardone, the last chief executive of Miteni, who was found guilty of environmental pollution and financial misreporting at the June trial and given six years and four months in jail. Per a former mid-level manager speaking on condition of anonymity, Nardone was taking business trips to India months before the firm’s collapse.
Although Laxmi bought Miteni’s properties in June 2019, the environmental assessment report for the construction of the plant in Lote shows that in March 2018 the firm was already planning to start producing fluorinated compounds matching Miteni’s product list. Laxmi Organic Industries declined to answer requests for comment.
Growth Plans
By 2021, Laxmi’s plan explicitly spelled out the objective to “capture [the] market share of Miteni” and emerge as a top player in the production of Pfas and specialty chemicals. Shipping records show that, to get approval on the quality of the compounds, in 2024 Laxmi began distributing samples to firms with previous commercial ties with Miteni, including BASF, Chemours, DuPont and FMC.
From the beginning of 2025, Laxmi’s location in Lote Parshuram has been fully operational, producing chemicals that will be used in agrochemicals, pharmaceuticals, dyes, beauty products and other products.
Regulatory Context
Studies have shown that concentrations of forever chemicals in the environment are alarmingly high, particularly around production sites. But even though global focus is growing, in India the issue is not on the political agenda yet.
“If we look at the regulations, [Pfas] is not present in those standards. It’s not recognised by the Indian government as of today,” said Rajneesh Gautam, an ecological scientist at the academic institution. “Independent research groups across India have conducted studies in different states. But this work are restricted in range, and there are still only a handful.”
Local Impact
Parineeta Dandekar, coordinator of the South Asia Network on Dams, Rivers, and People, says the Lote Parshuram manufacturing zone “has a poor ecological history”. After it was set up in 1986, “the income source of fishing populations in this area totally deteriorated,” she said.
The chemical district is dependent on a shared effluent treatment facility that has been frequently criticized.
“Nearby communities have always stated that it’s malfunctioning,” said Dandekar. “During power outages, a frequent event in the countryside, the facility cannot function and industries discharge contaminated effluent directly into the waterways.” Environmental authorities have sent several warning letters to the site in recent years.
Global Implications
In the EU, the European Chemical Agency is reviewing a proposal to prohibit the manufacture, import and utilization of more than 10,000 persistent compounds. This scrutiny may be driving the sector to the developing nations, according to Claudia Marcolungo, a legal scholar at the academic institution. “I think that this issue should be examined, because the reality that Miteni’s operations, patents and machinery have been relocated to a nation like India should prompt consideration, minimally, on the influence that these multinationals have to relocate in nations where there is clearly a lowering of standards in terms of environmental protection.”
Persistent Threats
Miteni has closed down, but the firm’s harmful impact continues – at the contaminated site in Vicenza, and in Lote. The medical effects linked to PFAS manufacturing are likely to affect populations that are already struggling with an hazardous setting for years to come.
“The area has experienced sufficient environmental destruction already,” says Dandekar. “Should additional hazardous firms move in, it’s perpetually concerning.”
